The figure is what the National TOMs framework says your commitments are worth to society, not what they cost you to deliver. Those are different numbers and buyers know it. A week of apprenticeship is valued at a few hundred pounds because of what it does for the person and the local economy over time, not because the week costs that.
Commonly cited guidance from bid consultancies puts credible commitments somewhere around 10% to 20% of contract value, and some go higher. Treat that as a rough sense of the room rather than a rule. The tender documents are the only thing that actually counts, and buyers vary a lot.
Central government is the one place with a hard number, and it is a number about scoring rather than money. From 1 January 2027, PPN 026 sets a minimum weighting of 10% of the score for contracts between one and five million pounds, and 20% at five million and above.
The 10% weighting is not a percentage of the money
This one catches out more bid teams than anything else, so it is worth being clear about. The minimum weighting you have read about is a share of the score, not a share of the contract value. From the gov.uk guidance on PPN 002.

The confusion comes from local government, where many councils using the National TOMs do set a monetary target expressed as a percentage of contract value. Both things are real, they are not the same thing, and a bid written as though they are will either overcommit or score badly. So treat the percentage this tool shows you as a sense check, never as a target you have to hit.

Where these values come from
The default figures are the national proxy values from the National TOMs 2025 corporate measure set. Intellectual property in the National TOMs belongs to the Social Value Portal, who publish the framework and set the terms for its use. Go to them for the current version and the licence.
The 2025 set is the current published edition. The National TOMs is updated periodically, so if a newer set has been published, or your buyer names a specific edition, use that instead. The measure codes stay stable between editions even when the values move.
Some measures are localised by project, which means there is no single national figure and the value depends on where the work happens. Those are left blank here on purpose rather than filled with a guess. Your buyer will tell you what to use.
Every value in the table is editable. If your tender pack gives you figures, use theirs. They are the ones you will be measured against.
Common questions
Is this the official National TOMs calculator?
No. The official route is the Social Value Portal, and if your buyer requires submission through the Portal then that is what counts. This is a free tool for working out roughly where you stand before you get that far, and for sanity checking a number someone has handed you.
Why is the value per week rather than per person?
Because that is how the framework measures it. Training, apprenticeships and placements are valued by duration, so two apprentices for a year is about 104 weeks rather than 2. Getting this wrong is the most common mistake in a first draft, and it usually understates the number by a wide margin.
What counts as local?
The framework requires you to define the local area, and buyers often set it for you, such as within the borough or within a set travel distance. Some measures are worth more when they are delivered locally. If the tender does not say, ask before you commit.
Do I have to deliver everything I put in the bid?
Yes, and that is the part people underestimate. Since the Procurement Act 2023 the focus has shifted from promising social value to delivering and evidencing it across the life of the contract. A commitment with no delivery behind it is a contract management problem, so it is worth only committing to what you can actually get done and evidence.
